This spell is NOT dropped, it is quested. You need pieces from LoY to get the spell and then the spell itself is no drop so you must have the expansion to get it.
this spell excells in what it does, combines 3 different spells in to one, thus taking up only 1 effect slot. its the same as KEI in that reguard, since KEI is basically clarity, Gift of Insight, and Enlightment all in one
This spell stacks up well in that yes it is a componentless Enduring Breath, but it also has vision components, which will not stack with other vision components IIRC
I have been buffing all party members with this, and I can buff those not in group - to say this is self only is incorrect. This is a targetable buff that does all 3 things as advertised.
It is Componentless, costs 100mana, and it is level 44, quested for it with my wife, using her 51 enchanter and my mage. Duration is 36 minutes, but with a extended enhancement III item on, it lasted quite a good while.
Yes, it basically makes getting everlasting breath, memmed at level 51 not worth the time to get for enchanters.
Lucy's has this listed as being 44th. If it's componentless like I've read, then why would it be 7 levels lower than the 51st level 'Everlasting Breath' that's also componentless? And this new spell also has 2 vision enhancing effects associated with it. I'd love to hear their logic behind this.

Edit: Here's the link to Lucy's that shows it as being 44th. http://lucy.fnord.net/spell.html?id=3696&source=Live
It boils down to SOE wanting you to buy another expansion. It is a great spell and the only way to get it is to have LoY. Otherwise you can wait till 51 and pay 3k for everlasting breath :0
Magicians have Summon Waterstone, a level 22 componentless enduring breath (and have since the original game).
Classes that get the same (effective) spells don't have to get them at the same level.
I personally feel they gave this spell because they couldn't think of anything else to give the enchanter. It makes me wonder if anyone on the development team has actually played an enchanter.
Mages also get an early level permanent ultravision item as well as a levitate item that do not use regents.. but then again mages dont use regents for anything other then pets an calling hero's.
I am very curious to see if this spell has a component. I'm sick or carrying around fish scales just in case I have to cast enduring breath on someone.
