Dropped the belt, druid won the roll. 4 of us took it out, not rootable or snareable, just pulled to zonein by the druid and hammered to death. Killed with Warrior, BL, necro and druid. Resisted Horror, everything else landed except of course Funeral Pyre.
Just finished PoE ring we did great moved to PoF as people left due to being tierd etc. wiped to one of the birds due to early aggro ~ /shrug happens. Sooo it's getting late we decide to call it a day I get a tell from guildie asking to help on a named Jolpal, I say sure, fight was one group lasted maybe 3 mins easy kill and I won on the roll! Nice end to a great night of raiding $

seem to be totally random, by clearing area going out from zone in, eventually namers spawn...I solo in Fire alot with my druid see namers all the time...
Dropped off of a Jopal Seer. A semi-rare named that roams the field near the graveyard/zone in. It's not a raid type encounter, it is one group killable. There are quite a few semi-rare, one group killable named mobs in PoF. I think all have the same or similar loot tables, although I'm not certain. The other one groupable named include the Flame Wilder and A sweltering Mephit. There might be more, but haven't personally seen the others.
Some loot off of these one groupable, semi-rare named mobs in addition to the above belt include:
The Ivory Candle Skull - Range Item: 10AC, 8DEX/CHA, 12STA, 15INT, 65HP, 90MANA, 12SVD/P, Focus: Haste of Solusek...Int Casters equipable.
The candle that drops is almost always in rotting status, but the belt can still be used by many people (it was an upgrade for me and my girdle of Mithaniel). I do know when I group there, my group asks me to keep a lookout for any named that spawn. The belt I got was off the named horse.
The loot tables in the first field are indeed shared to some degree. I have see the belt and the candle drop from many different named in the area there. They are both so common, they tend to rot now, unfortunately. =/
