it aint pretty but it gets the job done. would you sacrifice a great ratio and high hps for asthetic purposes? i sure wouldnt as a warrior. if this was war usable and i didnt already have better i'd use it in spite of the graphics. heck, the best droppable warrior sword in the game has a crappy lamentation look to it after all.

Bards do in fact use mana for certain spells. ones like charm and such where it would be "outbalanced" for them to be able to cast it with no restrictions on length. However even with thier mana, mana regen effects and spells have no effect upon them
The only way bards get mana is from AAXP (max of 4 regen - 3 from MC and 1 from B&MRejuv) and FT (max of 15, like all FT items). That combined with a natural regen of 1 per tick maxes out at 20 mana per tick. Bard meditate skill caps at 1, it gives no mana regen bonus but allows us to memorize songs faster.
Bards use mana for our only AE DD that is ranged, our two higher charm songs, and our "Fading Memories" AA. FM is like FD but superior. =)
Bards get their mana from INT. INT and MANA items are important to bards, as are FT items.
Bards can pull taunt if they want, but it takes a concerted effort and specific songs. There is special code written for bards to reduce their aggro. Therefore, a weapon that would easily pull taunt in the hands of a ranger/warrior/monk/whatever will not generally pull taunt in the hands of a bard.

Tanking in PoP isn't receiving 3x the necessary healing per mob to kill it. That's being a manasponge. I'll assume you're killing yard trash because at 53 if you're in the factory, you're likely with a group of higher level players and just contributing damage and not main tanking.
There are a few threads running on the EQcleric boards about this sort of thing. It's great to see the new zones and content, but it's better to be a 100% contributor to the group's efforts by being able and useful and not riding the ability of the higher level group members.
I wouldn't want a 53 ranger, warrior, anything, attempting to MT for me in PoT, Sol Ro, or any of the higher tier zones. You'd be a manasponge and no way could you be kept standing when the trash mobs double for 700+.
I'm willing to bet it will be a 1.8 modifier, just like all the other new instrument modifier items dropping in the Planes. It is a fantastic item though, and I hope I can snag one for my bard eventually.
Nice weapon, but really its usefulness is going to boil down to whether or not the modifier on the singing is higher than the epic. If it is not, sadly this is a weapon that by the time you can get it, it will most likely be rotting in the bank. Stats, ratio, and hps on this do not compare to drops that bards in a guild of a calibur to get to this will most likely have. Natures melody, Lava infused Bludgeon, Blazing rapier, and Sirensong come to mind off hand.
On the other hand, if it is higher mod, it will definately be a useful pick up for raiding as your MA DS bard will see benefit from the improved singing especially, as well as others.
The modifier on this is 2.0 which is indeed better than epic. I will use this probably until I get a mask from Plane of Water that has the same modifier on it.
