They drop off of hobgoblin. Fairly common drop. Maybe 1 in 5 drop at most 2 pieces at once that I have seen while soloing so far.
Needs to be changed.
You can only get these in PON from the hobgoblins.

Can anyone confirm this ? I know they drop in the cave off the hobgobs in PoN, but i dont know where I can buy them.
