Also looted from a kobold protector.
This is also dropped by a highland kobold and a highland kobold shaman. They are part of the task "Way, Way Up There" given by one of the task masters in Toxxulia (forgot his name but he's the one that stands by the necromancer hut). The task involves killing 10 highland kobolds and looting 4 kobold meat. I obtained this task with my level 25 iksar beastlord.
In the Warrens, I had very good and predictable results concentrating on "a kobold" (dropped about 1 out of 3) and "a fierce kobold" (dropping 1 out of 5).

Today in the Warrens doing the Kobold-Hide Mask quest I came across what drops the meat. For me 1 droped out of every 5 to 8 of these near the throne room.
