Seems like only Iksar Shaman, Troll Shaman & Erudite Clerics are the only three possibilities that can use this spell

i think clerics can imbure amber for ya. Anyone have an idea of the stats on this armor?

Only Cazic Thule Clerics, since this is Cazic Thule's Gem.

As for stats, there is a LOT of armor listed. Check http://www.EQTRADERS.com/ for the stats of the various armors made by players. It'd fall under "Cultural" armor I think, Ogre, Erudite, etc.
