this is wrong it has 2 more damage and 2 less delay but it cost 11 times more with my money id get a lammy

You must be a warrior. Being a bard I'd use this over a lammy any day (that is if bards could use lammys, but you get the point). Still the proc isn't worth what is posted imho.
As a bard, I would love to have this weapon. I've wielded a Short Sword of the Ykesha along with a Flameweaver for a long time, and the procs make it well worth while. My unbuffed dex is 110 and I often twist Katta's Song of Sword Dancing (dex buff song) and my weapons will proc 10 times during a fight. Add a shaman's dex buff and those numbers go up. So, with 75DD (Yak) + 110DD (Flame) I can really help damage the mobs in a group. I have outdamaged melees in the train derailment free-for-alls at the Karnor's zone using this combination. I won the roll on the Jade Mace last night, so I am giving up the Yak but I would gladly replace the JM with this.
could someone plz tell me what the effect of the spell is?

Ykesha is a 75-point DD spell. Often resisted in my experience (with the Dragon Horn Ykesha, same proc different weapon).
Ykesha also has a 1-second stun effect. I still use my Throneblade when I'm not the MA and against Kael Giants I get the message "Your Target is immune to the Stun portion of this effect" (or something similar) message. Ykesha is actually an extremely nice aggro proc because of the Damage+Stun effects. I sure wish this thing still dropped. I'd be using one.
