I really wish Allak would make it so you would get an email when someone replies to a post ... anyhow, a /rant I should take up with them, hehehe
On to my query: I have this item in my Bank (I am now a 52 DRU and got it in Kaesora while helping a Guildy with a Quest) because I hate destroying something others might be neeeding... Is this a common drop or was I just "lucky" (even though I do not need it) & can I turn this in with a Shammy for the Quest...?

You being a 52 Druid, you would have to work Scaled Mystics faction till you choke on either bone chips or Steel weapons....which means it would take a while if at all. I have given up on faction for MQ on this due to it being sooo difficult. Not specifically for the neclace, but for VS Bones, and everyone that don't need them loots and its virtually impossible to gain faction if your not an evil race. Xalgoz is an easy enuf kill, it will drop everytime for the necklace.

Re: Commonality -- This has dropped both times I've killed Xalgoz.
Not sure if the quest is MQ'able but if it is you'll need Iksar faction to do the turn-in. Shaman Skull Quests are in Cabilis.

This turn in is near the zone line to Kaesora in Feild of Bone. Plus in order to do the quest you need the Howling Stones key that you must kill Xalgoz for anyway unless you get a MQ. He ALWAYS drops the necklace so to me it's not worth it tring to get the faction up to MQ this peice.
