You can buy the russet oxide from merchants in the Planes of Knowledge

These pages give you the caster's book. According to another poster, the gnome camp is in Steamfont at -1160, -1760. They are all level 10, and do not agro. As I have not looked for them yet, I cannot confirm this. Just thought you'd like to know.

Yes the camp is in that location, BUT, they are higher than lvl 10 (more like 15-20) and DO aggro, touch one and you have a couple warriors, sdk, necro, cleric, etc all comming for you. Not pretty, I have tried it with one of my lower toons, but i always end up farming the no drops with my 52cleric, pull all, one aoe, all dead, log over, rince repeat. Nice item for 5 min worth of work on that book though.
