It doesn't drop off of dain. It is recieved from handing in the box with the 5 heads + dirk of the traitor. You hand in this dirk in to Dain to get the Declaration of War and also get this dirk back in case you fail the war.

This is not the trigger. Nor does it drop from the Dain. It WAS the cursed dagger recieved during the Coldain Ring quest. You use it in recieving the 9th ring. When you hand it in with the box of heads from the traitors the Dain removes the curse and returns this dagger along with the Ring 9. You do not have to use this dagger to trigger the war or get the note that spawns the war. You can simply get that note by speaking with the Dain.
partial reward for 9th ring quest I believe. Could be wrong.

I believe this is the trigger to start the Giant war in GD and that you get it back so you can try over and over.
