Mostly cause some people aren't in Uber guilds and don't have that cash flow or items that come from being in a guild like Hoss or others. (sorry Hoss, but you Are an Uber guild ) A 60 necro can solo these quests...cept for the Traitor camp...too many to keep off the Traitor. Single pull the camps after quest is started untill complete. Get the drops. Simple

I bought a Club of ice ocean, It is a 5k 1hb witha 150dmg proc. Heard from alot of ppl who are higher lvls that it procs alot well worth the money. Had a friend sell it to me fer 3k. I tried to equip and i am a wood elf warrior. I got this message.
Bah i would rather save the 3k and buy CCVB (crystal chittin vambracers) there like ac20 +7str which i would take over these in a second. Including that these havea recomended lvl. BAH what a waste of armor. I could understand if it had some cool effect but nothin ac15 is pretty weak on some vambracer quest...
Its true, my friend, a level 59 paladin equipped this item and it was AC 15, today he gave it to me, a level 15 Paladin, and its only AC 4. This item's AC is determined by your level.
can a player wear items with a recommended level higher than their current level ? someone suggested that was the reason for it showing up unusualy.
i've yet to have seen this and am looking for verification. can a player wear an item with a higher recomended level at the cost of a reduction of stats ?
