Warsinger, my young Bard alt was running back from PC and he met up with a very nice Savage Lord from Norraths Watchers, Torcc. He was finishing a part of the HSM War and asked me if I wanted to loot this as it was soon to rot.
As quick as my Selo's feet could carry me I ran over to the corpse and picked up a nice new piece of armor.

Ok, a lvl 65 perspective is skewed a bit, but still...
After setting zone to all wolves the other day, in order to farm shrieking, While leaving zone decided to see what goodies Gnarlic drops, so I took him out. The guards surrounding Gnarlick are very much mezzable. Though I didn't really bother to mez them all. I just sent my animation in, and added a nuke or three. Mezzed guards that were beating on my rune, cause they were interrupting nukes. He dropped a jawbone and cloak. Corpse did not poof or anything - it is a standard sub-55 corpse, and has a standard 7-min timer. /ooc ed to zone, and some mid-30's ranger came to loot.

The sonic wolves conned red to me at lvl 30. Gnarlik was red to me but a lvl 50+ BL was clearing out the camps, he told me to loot it and the first 1 I looted had a cloak on it.
Drops from Gnarlik, a nasty fellow that spawns in the Val Shir outpost after the wolves have taken all 3 camps.
In bristlebane the zone has been broke for months it seems, always having one problem or another. 1 faction can have all points in the zone and the head boss won't spawn...so it'll be stuck that way until the server resets.
Gnarlik himself is very hard to kill. Mainly the problem is getting through the guards and killing him before someone KS's him. I've had an Iksar shaman on bristlebane totally KS me on this camp....won't give his name but hes Iksar and it starts with G =). The guards are unsnareable and unrootable (uncharmable or mezzable too) and of course are undercons like many things in this zone (like the many things that will summon you even when you don't do damage...).
When killed the body pops in like 5 seconds, do theres no rolling or arguing about loot. if you're not alone and you kill this guy you'll have to decide who loots the kill before the fight and before you know whats on it or you'll just be pissed with the body disappears (rude verant).
He also drops a rather nice caster mask.

I was told Scarflank drops this very rarely. I camped him TWELVE hours yesterday and no cloak dropped, and another 5 - 6 hours today and still no cloak. His common drop is a 4ac 10hp no drop collar. Rare drop is a 7ac 5str 2sta 50hp 4svALL no drop collar, and once I got a caster necklace with some wis int and mana that was no drop also. ANY info would be appreciated.
Dropped from Gnarlik (the "Prince" who spawns in the Vah Shir Outpost when it is overrun by the Sonic Wolves).

I have the wolves set-up in all three areas on my server (The Rathe) and I have been killing wolves for days with no Cloak.
Which wolf drops this?
Danpelt? (gotten monk weapon and ear off him)
Scarflank? (gotten 3 different collars off him)
Gowhlik? (gotten jawbone and shoulders off him)
Fireclaw or Wolfkin? (gotten broken fang earring, claw earring, back/shield)
Curfang? (gotten his heart)
Is it off Gnarlik (the "Prince")?
I have not seen Gnarlik and don't know how to spawn him (wolves already control entire zone)

If any faction controls all 3 camps run over to where the merchants usually are.A named pops there, when he dies the zone resets.

Procs usually have (combat) after them so they proc while fighting.
Worn just means the effect works all the time while it is worn, and if the effect is triggered you must have the item on the trigger it if the (worn) tag is on it.
Not all items have to be equiped to trigger them though.

Not every item under that Haste link goes up to 50%. Actually only 1 item does on there that is close and that is actually 40ish.
This cloak is probably closer to 20%. Either slightly above or slightly less.
Haste items % is usually based on how hard it is to get them. This is not a very hard item to get if 1 group of sub 40's can do. So I would not expect it to be much higher if not the same as FBSS haste.
As far as the L1-49 is concerned...
This is for Enchanter and Shaman haste spells. Not items. They are set haste %'s.
Unless things have severely changed (god help us all for lack of thinking), I hope this clears up this subject.

...that there is a difference between an effect on a worn item and a proc?
If you look carefully, there are many items listed under the effect listing...fbss...frss...cof...hangman's noose...and everybody knows that these items have a set haste. I think that it's fair to say that since it is a worn item, this cloak probably has a set haste.

you got to help 1 of 3 factions (owlbears, sonic wolves, or grimlings) capture 2 of 3 camps and then a boss mob spawns and you have to kill him and he drops either cloak, sword, shield, or mask.

That's the description, but this particular item has 16% haste. :)

Does this new Haste method work on existing items like Sporali gloves? I keep seeing people talk about abilities from items that increase as you level. Someone please drop me a line at walwyn @ hotmail.com and let me know for sure.

Worn Item Haste does not stack.
I'm guessing it's part of that grimling war quest the other threads talked about...
