Have you ever thought that you can use this spell for kiting?
It *$(%(# off the mob and you can have others smoke the mob
into the dying cockaroach position.
I have used it with a few other dots while wizzy and tank
wack the mob into the here after.

Can some explain to me why a druid would want to "increase" hate on a mob? And by that much? Am I missing something here?

This is simply a PL spell...
Well.. any good Druid knows how to PL, right? Maybe wrong? and assuming this.. a PLing druid needs to keep agro (ie Hate) in-order to have the big self DS destroy mobs and let lowbies get the XP (best used with caster AE spells but melee can hit all mobs with some effort). Now, this only works on mobs with more than 8,001 HP theoretically.. as the spell can do 4,000dmg... so using this spell PLing lvl 50+ is possible.. newb toons dont really need such hate generation as they too pitiful to worry about.

P.S. If you have other experiences... experienced Druids only!... Please share your ideas.

A much better bet for powerleveling low characters is to spam ensnare/entrap and tangling weeds. This should allow you to hold aggro against low level mobs, and it will do no damage at all. It's too risky to use a nuke like winter's flame. Remember that your DS will be subtracting max hp from the mob, whether the mob hits you or the powerlevelee, so if the mob has 8,001 hp and you nuke for 4k, you'll still wind up doing more than half damage and getting credit for the kill as long as your DS hits the mob even once.
As a general rule, it's better to do no damage at all, or very minimal amounts of damage. (Another spammable aggro spell is Flame Lick, which will do some damage, but negligibly little.)

At level 73 my Solstice Strike (lvl 69) hits for 2800 +/-.
This spell hits for around 2000 cold/2000 fire. Nice increase in damage for a little more mana.
