Anniversary events tend to run from mid-March to mid-April (sometimes to mid-May) each year. They are not available during the "off season".
For an overview and list of EverQuest Anniversary events, see this quest entry. This is an anniversary quest available only during anniversary season (a few weeks during March and April). It was introduced in 2009 as part of EverQuest's 10th anniversary. This is one of 16 deity quests. For an overview of how rewards work and how these quests are linked with one another, see this writeup. Below here are the details for this particular quest. This task begins with an Aspect of Erollisi Marr. It is located at the dock in South Ro. You say, 'Hail, an Aspect of Erollisi Marr' an Aspect of Erollisi Marr says 'Hail and well met, _____. Does my [appearance] surprise you?' You say, 'Your appearance...' an Aspect of Erollisi Marr says 'I admit that we are not taking a very active role in Norrath's affairs at the moment. Recent events have led us to attempt to be a bit more [subtle] in our dealings with mortals.' You say, 'Subtle?' an Aspect of Erollisi Marr says 'Prior to this, I haven't manifested an avatar in ages, for instance. I have been influencing matters that concern me via [messengers] rather than involving myself directly.' You say, 'Messengers?' an Aspect of Erollisi Marr says 'You might well serve that purpose if you wish, Phantasy. I have three locked tomes that can change the lives of their intended recipients. Will you [deliver] them?' You say, 'I will deliver them' You have been assigned the task 'Love, Norrathian Style - Erollisi Marr's Favor'. an Aspect of Erollisi Marr says 'May you always walk in love's footsteps, _____.' Deliver 1 Book of Love, Vol. 1 to Oograh Breaknose 0/1 (Steamfont Mountains) Oograh roams (found near north of zone in at the wall near Lesser Faydark). You say, 'Hail, Oograh Breaknose' Oograh Breaknose says 'Go 'way. Don't bug Oograh.' Your task 'Love, Norrathian Style - Erollisi Marr's Favor' has been updated. Oograh opens the tome and reads clearly, if a bit slowly: 'Dear diary, I don't know how or why, but I've become absolutely infatuated with the ogress that has been circumambulating in the hollows of the Steamfont. I intuit that she desires communication, but my base fears have kept our paths divergent. With the barest indication of pure intent, I would chance a rendezvous with her. For now I will have to be content with gazing upon her from afar. - Balednar Zobblebrox' Oograh Breaknose says 'And all this time I was afraid he was gonna hurt me!' Oograh Breaknose says 'You! Gnome! Come talk to me! We can be friends!' Oograh Breaknose says 'Yeah, c'mere!' (at this point, the gnome runs over to her, and they run off together toward Lesser Faydark before disappearing) Deliver 1 Book of Love, Vol. 2 to A forlorn spirit 0/1 (Field of Bones) The spirit is at location -2167 -582, BEHIND the big wall surrounding the Kaesora ruins area. Also -2163, -604, -15.47. The book turns translucent and opens as the spirit takes it from you. An ancient voice suddenly emanates from it: 'My love, I know not how these words will reach you, but I must record them somewhere. I feel the city crumbling around us, and though I know you are fighting against the wyrms I fear that it may ultimately be futile. If our city falls, please remember that nothing will be able to take our time together -- and I do not regret my decision to stay with you for one instant. If I die, I die proudly, and I know you could want nothing better for me. Be strong in my memory, and keep my love with you always. Nothing can break the bond we share and nothing can ever end my love for you.' Your task 'Love, Norrathian Style - Erollisi Marr's Favor' has been updated. a forlorn spirit slowly closes the phantasmal tome, eyes shut tight. 'I have my peace,' he whispers, 'and I have my love. I had forgotten them both for too long. Thank you.' a forlorn spirit begins fading from view as he moves towards the remains of the city he died defending. (at this point, the forlorn spirit moves a bit toward Kaesora before disappearing) Deliver 1 Book of Love, Vol. 3 to Jher`l Dorsay 0/1 (Greater Faydark) Jher`l is below Kelethin in the Greater Faydark, underneath east end of city. Jher'i takes the book from your hands and begins thumbing through it. 'Maybe that's it,' he says. 'I think the name is my problem...' his words trail off as he is lost in thought. Your task 'Love, Norrathian Style - Erollisi Marr's Favor' has been updated. (at this point, the bard walks around under Kelethin for a bit, the subtitle underneath his name changing what it says every few seconds, before disappearing) Return to an Aspect of Erollisi Marr 0/1 (South Ro) By spreading the word of love throughout the world, you have helped bring love back to you. Your actions have made Norrath a better place. Just some information. With the first turn in i was able to give her the book from 6 characters before she ran off with the gnome. With the Forlorn Spirit i was only able to do 2 turn ins before he started moving off and then disappeared. His respawn took no more then 5 minutes. He didn't wander at all so i handed him the book with the remaining 4 characters. I didn't actually click give on them though till i was ready with all 4 of them at once. Had no problem with that. With the third guy he was wandering. I made sure to hail him every few seconds top stop his movement as i handed him the book with each character. I clicked give with each one and was able to complete it with all 6 characters before he moved off and disapeared.
Found Oograh Breaknose and her little gnome love-slave, Balednar Zobblebrox, along the wall a little north of the LFAY zone and south of Gorehorn. Sickening...ogres are supposed to eat gnomes, not worship them!

I petitioned this on Saturday, April 11 and recieved confirmation from a GM that both 'The Power of Hatred - Innoruuk's Favor' and 'Love, Norrathian Style - Erollisi Marr's Favor' are on the same timer.

Makes one wonder why Solusek and Karana do not lock each other out. Or Bertoxxulous and Rodcet Nife. Not to complain that they don't, but why only lock out two, if any? If you're going to do something do it whole-heartedly, not half-a. . . y'know.

She is directly West of the dock that has Translocator Tradil on it. She is standing near Jaysen Voon and Boadiel Sharen and she appears as a female Barbarian, dressed in white.
Gerry Dorsey was better known as Engelbert Humperdink.... not quite sure Erollisi's worked that one out quite right.

As the write-up states at this time, after you hand in the "Book of Love, Vol. 3" to Jher`i Dorsay, he wanders off choosing names for himself, and this is shown under his NPC name in brackets, just like NPC descriptions (banker, etc).
I caught two of those names in screenshots. The first is: "Tingelbert Humptyback" and the second is "Zangelbert Tangeldack". There may be more names that he cycles through before despawning, but those are the only 2 I captured.
Both the NPC name, and the names he goes through, are a reference to a well-known artist in popular culture.

Love between an ogre and gnome?How disturbing
The only places I have found her personally is directly out from the book in steamfont wandering back and forth kinda glancing at this gnome from afar. She stays pretty much in the center of the farther wall but does wander a bit.

When you give Oograh the Book of Love you have to move between her and the gnome if you want to hear both sides of the conversation.

Steps must be done in order.
1) Give Vol. 1 to Oograh Breaknose (Steamfont) (roams, but I found her
north of PoK book)
2) Give Vol. 2 to A Forlorn Spirit (Field of Bone) (southeast corner behind
Kaesora... a shadowman, so you will only see the name floating in the air)
3) Give Vol. 3 to Jher'i Dorsay in Gfay (roams, look under south east part

The Forlorn Spirit can be frustrating to locate; I found him at -2163, -604, -15.47.
