This task begins with Iulia at location -300, -900 in Goru'kar Mesa (island in the middle of the lake).
You say, 'Hail, Iulia' Iulia says 'Why hello. You are very [tall]!' You say, 'Tall?' Iulia says 'Yes you are! But you know, you just don't [look] right.' You say, 'I don't look right?' Iulia says 'That's it! You don't have horns. That is why you are so [ugly]' You say, 'Ugly?' Iulia says 'Well yes, but I do not blame you, I just think Tunare played a trick on you when she created you. Do you like [tricks]? Tricks are great fun!' You say, 'I like tricks.' Iulia says 'Oh Goody! You can help us play some tricks on those flighty Napaea. They flit up there and act like they are so above everyone else.' You have been assigned the task 'Smoke Them Out'. Iulia has asked you to destroy some of the plants that the Napaea holds dear. First, you must find a burning stick to use on the bushes. Try the campfire to the northwest. 1. Get a burning stick from the centaur's campfire to the northwest 0/1 (Goru`kar Mesa) To get Burning Stick, simply run into the campfire at 190, -650, 20, it will be put on your cursor. 2. Burn some of the bushes that the Napaea consider so precious 0/4 (Goru`kar Mesa) Equip the Burning Stick in your primary weapon slot. The bushes to burn are around the map locations below. P 568.7842, 321.2298, 16.4318, 240, 240, 240, 3, Bush P 461.6078, 467.2539, 16.7344, 240, 240, 240, 3, Bush P 663.8334, 555.3511, 15.2099, 240, 240, 240, 3, Bush P 497.6698, 740.2131, 20.9093, 240, 240, 240, 3, Bush There are shrubs and trees in this area, you're looking for the unusually tall shrubs (Taller than a human, can't be invis but the game tells you this. Nearby NPC's will attack.). Click Burning Stick on them. Your task 'Smoke Them Out' has been updated. The plant burns quickly and turns to ash. Your task 'Smoke Them Out' has been updated. All locations seem to be incorrect. However if you just look south of the river then you'll find them all.

I just finished this quest today. The bushes I burned were near Nedelcu and if you click on the tall bushes, about twice the height of other bushes around, from a distance you get the text: "You can't reach that, get closer." One of the bushes is at -560.37, -663.69, 18.29. I didn't find any bushes near trajhver's locations.

The loc above in the writeup was not correct for me. All my bushes also spawned south of the lake. I equipped the torch in my primary slot and had to click on the bushes. Here are the map labels for the bushes I found.

With the torch in your weapon slot, just click the big bushes
the normal shrubs are about the height of a hooman.
The ones you want are about twice as tall as an Ogur
The ones you want are about twice as tall as an Ogur
if they are near they might attack when you destroy their bush

The burning stick pops on your cursor when you run into the campfire at 190,-650,20. You don't need to click on anything. The bushes to burn are around -390,-600,25 - there are shrubs and trees in this area, you're looking for the unusually tall shrubs (can't be invis but the game tells you this).

To get the burning stick, simply click on a fire in the camp.

Two notes:
1) The centaur campfire is the one near the lake, not in the village.
2) When I went to do the turn in, Iulia had moved from the island to the area where the Protectors of the Windwillow are, near the back.

I have the "burning stick" and it is equipped in my primary but the only bushes I see are the ones that were there before. Nothing has spawned. I even checked out their town and didn't see anything. Where are the bushes?

Found them - all mine popped to the south of the river that ruins though the faerie area. They are large, larger than the ones near the centaur fires.
The tasks actually says:
* Get a burning stick from the centaur's campfire to the northwest 0/1 Goru`kar Mesa

the bushes you need to click are huge and spawn close to the quest giver Nedelcu south west of where you pick this quest up

Just a footnote. You must walk over the centaurs' fire to pick up the brand/burning stick. Equip the brand to use it. Clicking on the bushes makes them disappear.

I still am not sure what the Naphara are, so what is the name of one of them..
First, you must equip the brand to use it.
Next, to find the bushes that need to be burned, click on the bushes from a distance. Nothing will happen for regular shrubs. For the ones you need to burn you will get a message something like "You cannot reach that from here".

I took the burning stick in my hand and clicked it on the bushes near the Napaea. I am quite sure I tried every one, but nothing happened.

There are small bushes and large bushes. You can't see the larger ones until you are at this point in the quest. The large ones will spawn one at a time when you click them.

After clicking on the fires just to the NW you get "A Burning Stick"
2nd step in the quest:

No clue what to do from here.
