I clearly don't have time to stand here and chat with you, but I thank you for your interest in the daily business of the Council of the Six, the lords and ladies of Crescent Reach, Good day to you!' You say, 'What council business?' Council Aide Mystrana says 'What? Didn't I just very politely suggest we chat another time? If you are so interested in the Scions of the Six then why don't you take a look at our [charter]. That should fill you in on the basics of how our city is run. Now if there's nothing else, I will say udra to you. That means 'goodbye!'' You say, 'What charter?' Council Aide Mystrana says 'The charter? It's in the library of course! Where else would it be?' The direction to someone related to your current Task has been marked on your compass. You have been assigned the task 'Getting to Know You: 'The City Charter'. Speak with Librarian Hemfar - Crescent Reach Find Librarian Hemfar on the first level at -1450, -1465. You say, 'Hail, Librarian Hemfar' Your task 'Getting to Know You: The City Charter' has been updated. Grab the City Charter from the Bookcase upstairs. - Crescent Reach Librarian Hemfar says 'Ah yes, Mystrana told me you would be stopping by. Head upstairs and grab a copy of the Charter. My staff just finished scribing a new set. We can hardly keep up with the number of new faces who need to learn about our fine city!' Head up the ramp to the west of Librarian Hemfar to get to the upstairs library. When you walk past Library Assistant Ginae at -1450, -1455, you obtain the Crescent Reach City Charter. You pull the city charter from the bookshelf and your heart begins to beat just a little faster. You feel just a bit more at home in Crescent Reach. Your task, 'Getting to Know You: 'The City Charter' has been updated. Mystrana is now confident that you have a basic understanding of the drakkins' goals and plans for their city. Return to Mystrana to continue on the path to meeting the Council of the Six. You gain experience!! You have unlocked the task Getting to Know You: For Those Gone Before Us. The charter appears on your cursor. It reads: CHARTER OF CRESCENT REACH

After you talk to Librarian Hemfar turn around to your right and behind you (due North.) You'll see a small golden or tan box (facing due West) that lets you jump up onto a ramp that leads up to the SW. Follow it up and around to the second floor of the library. As you approach Assistant Geejulin you will get the update and the Charter will appear on your pointer. Go down to the ground floor, then take the lift up to the second floor and give it to Council Aide Mystrana.
Go up the ramp that is near Librarian Hemfar, to the next level. Walk around near the books and you will automatically get the update for the quest. You will see Green Text when you get the update. There is not need to click anything.Talk to Council Aide Mystrana after update to get next quest.

People lie or are confused the other information is misleading yes there is a book on the 3rd floor, no that isnt the book you need to update this quest. I got an update by either being in the area of of the book or spam clicking on book shelves at loc -1428, -1475, -52. Hope this helps.

Can anyone tell me what I'm doing wrong.....? I'm a lvl 25 sk and went to go speak with Draton'ra master of the void but it won't speak to me because I haven't gone to speak with Mystrana of the council. Who in turn won't speak to me unless I am familiar with the Cres. Reach charter. I get the task but when I go to Librarian Hemfar, my task isn't updated and even if I go upstairs to the library, I don't get the charter.
Am I too high to do this menial task? Is there a glitch or am I just challenged and missing something?
I have an active quest already from the librarian for the artifacts. Does this make a difference?

You need to be Drakkin, bstdhalo and... over level 30 I believe. Also all tutorials in Crescent Reach be done I think but not sure.

I seem to have dropped my sewing kit and though I bought another from Tailor Panya, it will not work. I tried going to the Scions again but thry did not retply to my 'test'. Any ideas, or am I banjaxed?
I had mine disappear on me too, because I was already carrying 8 bags. Had to petition it.

This is the very first step of the Drakkin Breath Weapons. The second step, you need to talk to the (Quest 1+) person in the council room on the right hand side as you enter. She gives you a banner quest.
Councilmember Reakash says 'You must learn to make banners for our city to further our growth and establish us as the true owners of this fallen ogre city. We now own it and have made it our own. By creating banners for us, you will help us. This will allow you to begin to prove yourself as worthy to talk to the dragons themselves. Tailor Meikolu can guide you and will have materials for you to use. She is in Artisans' Row on the second level of the city.'
You then go to the tailor (one with nothing under the name)and recieve for free your matierials. You than talor banner cloth and turn it back into the same tailor. She returns to you a banner of Crescent Reach. You turn that into the orriginal quest giver and she unlocks the ability to converse with the Council of the Six.
Next, Talk to any council member to recieve the next step. It is a test of your loyalties.
Complete this test and the coucnil member will unlock the actual pre-quest to the breath weapons. At this point you need to talk with the council member of your color (you can do all six for the 1pp ea if you wish, however only the dragon of your color will actually speak to you), also the breath weapons are Drakkin ONLY.
