Pretty simple mission. The assassins are located throughout the building, some are static spawns, others are "traps" and will spawn in groups of 2 when you move through an area. The left path leads to Ishi, the right (eventually) leads to Gnarlshadow. Gnarlshadow drops the contract.

Excellent work, my friends. Lieutenant Ekiltu hasn't rested since he found that rose in his quarters. It's too bad the Dark Reign cowards hire goblin assassins to do their dirty work; I would like to see them try to confront us directly. No matter, we will crush them on the field of battle soon enough.

Norrath's Keepers: House of the Autumn Rose

It is a group mission (3-6 players) that begins with Bianca Galbraith (click for map image) in the Norrath's Keepers camp of the Lavastorm Mountains. Pre-requisites for requesting: - Minimum Level 59 - Minimum "warmly" faction with Norrath's Keepers Hail her to get a quest selection window pop-up. You have been assigned the task 'House of the Autumn Rose'. An ancient clan of goblin ninjas practices on the floating Thundercrest Isle. Known as the House of the Autumn Rose, these goblins are rarely seen and leave few witnesses of their bloody assassinations. The only warning they give of their attacks is to deliver a single rose to their chosen victim. Lieutenant Ekiltu found one such rose on his pillow when he awoke this morning. I need you to venture onto the isle and infiltrate the House of the Autumn Rose. Stop the assassins by any means necessary and, if possible, figure out who paid to have our Lieutenant killed. Note: This group mission scales to your group's level. The highest is 68+, outlined here. 
Touch the entrance to Thundercrest Isle 0/1 (The Broodlands) The entrance will be marked on your compass (entered in the northwestern part of the Broodlands). Kill 10 Autumn Rose Assassins 0/10 (Thundercrest Isles) Kill Poison Brewer Ishi 0/1 (Thundercrest Isles) Kill Sensei Gnarlshadow 0/1 (Thundercrest Isles) Recover the contract on the Lieutenant's life 0/1 (Thundercrest Isles) Head into the center building and make your way through its halls. If you head east from the entrance doorway, you'll eventually come across "Poison Brewer Ishi", one of your kill targets, which hits for a max ~1,200 (pure melee; stunnable but not mezzable) and has ~50,000 hitpoints: Poison Brewer Ishi has been slain by _____! Sensei Gnarlshadow shouts, 'You have slain enough of my students! I'm waiting on the bridge. Let's finish this.' The assassins (10 of which you need to kill) are located throughout the building. Some are static spawns while others are "traps" and will spawn in groups of one or two when you move through an area: Hidden panels open from the ceiling as a pair of assassins drop from above. Assassins hit for a max ~900 and are stunnable and mezzable. For "Sensei Gnarlshadow", make your way back to the entrance of the temple and head west instead. You'll eventually come to its spawn point. Kill Sensei Gnarlshadow, and loot "Autumn Rose Assassin's Contract" to complete the task: Excellent work, my friends. Lieutenant Ekiltu hasn't rested since he found that rose in his quarters. this was exceedingly long with a pulling class. Ridiculously long and totally not worth the piddly 45 crystals that it yielded.
the zone repops and wanderers are abundant, and as the op noted the final mob pops on the other side of the zone..
We had a group of 4 Monk, Bard, Shaman and Cleric. This is a group that finishes creator in 30 minutes..but holy hell, 3 hours? We finished this one only for the sole reason that we had gone so long already.

This one was exceedingly long without a 'pulling' class. Rogue pulled, ended up leaving after two hours plus when the last target ended up on the other side of the repopped zone again.
