You must first complete the Willamina's Needles quest. Then equip the planar traveller's manual and hail Winon.
You say, 'Hail, Winon Glahar' Winon Glahar says 'Good day, Sharel. I see your curiosity of the planes is growing, as you have obtained a manual on planar travel. It is good to see young adventurers interested in planar exploration, but there is one aspect of discovery you must always be prepared for, the struggle for survival. There are very dangerous places to be seen and experienced out there, and it would behoove you to be ready to face what challenges may come. With my help, I can teach you the basics of planar stealth and reflexes if you are [willing to learn].' You say, 'I am willing to learn' Winon Glahar says 'This is good. Through your trials of planar travel shall your knowledge of stealth techniques grow, and the more you learn, the more you shall produce. In order to prove your newfound knowledge, your first lesson will be to create a special [planar stein] of particular design. Once you have acquired this stein, you must give it to me along with your Planar Traveler's Manual. Once done, new lessons may be opened up to you.' You say, 'what planar stein' Winon Glahar says 'To fashion the stein I seek, you must acquire a Block of Tanaan Clay, a Ceramic Lining Sketch, Tainted Planar Essence, a Water Flask, and some Sculpting Tools. Use these items in a pottery wheel to create your base model to work from. Crush some Valor Crystals together with some Glaze Lacquer in a glaze mortar to make Crystalline Valor Glaze. You must then take a Lacquered Peridot, the Crystalline Valor Glaze, a High Quality Firing Sheet, and the base model stein and merge them in a kiln to put the finishing touches on your work. I hope to see you bring me a handsome-looking stein soon. Good luck!' So do you have to do the needle quest three times?

Only if you want 3 different manuals. If you want all 9 (beginner, intermediate, and advanced versions of stealth, magic, and combat), you have to do it 9 times, and if you want all 9 plus Secrets of the Planes, you need to do it 12 times.

As I just discovered tonight (3/11/06), this quest no longer gives you any experience (EDIT: at level 21--unconfirmed if it might still reward to 30 somethings).
And of course I found out after I had made 30 of the suckers. Oh well.

I did this quest yesterday and received both the Stealth Manual as well as the Traveler's Manual back. I am not sure if it was because I already had my Beginners Magic Manual (in bank) and my Beginners Combat Manual (equiped) or if they changed the quest. When I had done the quests for the other two manuals several months ago, I did not get the Traveler's manual back.

does anyone know what the minumum level is for this quest? I did it with my 31 Rogue, but no go with my 15 warrior. He kept my book and stein, said I was not experienced enough.

In reply to your post, xtrouble, the minimum level allowed to complete any of the beginner's manual quests is level 20. I am not sure of the level requirement for the next tier quest (whatever comes after the beginner quests, but i would guess 30-40). Good luck.

You need to turn in the fired stein, which is a Planar Peridot Encrusted Stein. I just completed mine, and at level 53 it gave me 2% xp. So, I made a bunch of PPES's, did the traveler manual quest a bunch of times, and got myself a bunch of XP. The raw cost of the stein is no more than 50pp, and my pottery is naturally high because i'm a Rogue and I make my own poison vials. Might as well enjoy some cheap XP. :)

The Stein has to be fired. If you talk to him, he tells you so. I did this quest lastnight with success.

Just Tried this quest with the Unfired Planar Stein. He gave it back to me. Any one know for Sure what stein it is we need to turn in.

This quest is not that easy as it seems to be and need alot of time to be solved. The combines need very high pottery skill (over 200 but better 250).
Here a list of the components and their locs:
Block of Tanaan Clay: PoK vendor "Tallis Perk", loc +65, +1380
Ceramic Lining Sketch: PoK pottery vendor at loc +400, +1050
Tainted Planar Essence: Drops of "Diseased Malarian" (PoD) or "Vexed Banshee" (PoN)

Did the quest for the beginner stealth manual stien ( no fails) with a pottery skill of 142 so I think you need to look into it a bit more before saying the skill required is 200+
Elisha Dirtyshoes (the pottery vendor, next to smithing vendors) has the HQ Firing Sheets, none of the smithing vendors carry any. =)

Ok Who has made this Stein and where can I get the pieces, or is the stein NOT a no drop and I could buy one.
They are droppable Planar Peridot Encrusted Stein. I bought one pretty cheap in the bazaar.

Well, if this is so, quest is bugged. Tried it last night, talked to him a bit, handed him my book and my stein I'd just bought in the bazaar, and he kept my book and gave me back the stein. So now I have to do all that walkin all over again. grrrrrrrr

This is actually the Beginner Stealth Manual quest, the rewards for the stealth and magic quests are backwards
EDIT - This has long-since been fixed (it was actually the correct listing, the quest were giving the wrong rewards)
