This guy spawns on top of a rock at one of the Tro Jeg camps close to the SD zone entrance (spawn loc: -1570, 1665)
His level is not constant, he was light blue once and dark blue on the 2nd spawn. This guy isn't one of those you want to sit and camp -- more like one of those Drive-by Whacks! His spawn time seems to be 60-64min if I timed it right. May edit and update this if I'm too far off.
The last time I killed him he had about 5,250 hp (pretty easy to keep track of hp when using DDs. :) I never had any resists, and he snared easily. He is a caster, and was able to get one cast in on me in the 3 times I killed him so far, not sure what it hit for, since my epic shield absorbed it.
Hope this extra little information helps some of those out there looking to whack him. :)
P.S. Oh yeah, the most important part. In the 20+ times I've killed him now, he doesn't drop anything -- nada.

A lvl 54 Mage friend and I killed this guy tonight between kills in SD. He conned blue to me and my friend and was KOS to both of us. We fear kited him and took him down rather eaily.
The question I haev is, If he is a member of the Eye of Seru then why isn't there any faction gained for anything in Katta? Or even with the Vamps for that matter if they are killing the people involved with the quest for that matter. It just didn't make sence to me.
