He hangs out near the cleric guild and only needs one head, but you can give him as many as four for multiple faction hits.

You might want to hail him first and check to see if you can do the quest. I was Indifferent to him and when I handed him the head, he would not give me any xp, money etc. and stated that while I had not done anything to offend them that I needed to do more to prove myself before I could be trusted. Just FYI
