What's this guy's faction? I used to be able to do hand ins...now I am apparantly KOS and almost got raped trying to buy spells in OT.

Does Faction matter? I've been hunting Karnors, and am now Dubious at the OT outpost - will this guy just eat my scroll and not give me anything in return?
Dubious faction will work. I am dubious and did two turn-ins:
Thrall of Bones - Minion of Shadows
Defoliation - Shadowbond

KoS will not work obviously, and since my Ikky necro could not walk past the Golem/Iron Sentinel I did not attempt a hand in. However, I put an extra 50+ spell in my shared bank slot. Logged off and created a new, Dark Elf toon and he conned apprehensive to all npcs at the outpost. Trade worked fine, handed him Thrall of Bones and received Sacrifice.

I never did have the courage to risk wasting a spell trying a turn-in to a dubious NPC, so all I did was make a level 1 DE Necro and had her do the turn-ins - worked perfectly - got 53 pet on second turn-in.
He is standing in the large building with all of the other spell vendors in the Outpost

He's the in the dark elven outpost right by the docks. How could you miss him?
