This named is permarooted. "Repel" (with knockback) is cast on a random target every 20 seconds.
Zel Kaxri is also a part of the group mission "Breaking the Seal" (see this quest entry for details).

Dropped Greater Dreadmote along with the bow. Wanderer paths this ramp so be weary of it, I just charged mob and had to deal with the add mid-fight. Not a difficult rare and root DD is negligible so wasn't really much of a problem for my box team.

Just killed it 30 mins ago, spawned off the last pair of Mobs nearest the top of the ramp, Zel aggroed from a fair range and the other Corrupted Akhevan ran up to the top where we were buffing.

To get there, go to the top of the circular undead room, go through the nothern doorway. Named spawns under the ramp at the bottom of the tower leading to Luclin's room.
Dropped the mask and a Minor Dreadmote.
