Telling us he's in the central spire obelisk doesn't tell us much. His location is at -351.99, 40.16, 53.68. The zone is a circle, and he's very near the center of the zone. He's slightly to the south of the center of the zone, and very slightly to the west.

Not sure what the required level for these tasks is, but my Necro alt was denied the task at levels 65, 66, 67 and 68. I got a message 'You are not the right level for this task'. I am assuming the minimum level will be 70, as that is the required level on the mask (and most of the gear in the zone, with a few req. 65 peices, such as the aug from Rockstorm).
When I eventually get the task I will post the minimum required level. If someone else already knows and can confirm the lowest level to complete Noble Sivrn's tasks the information would be appreciated.

Update: My Necromancer was able to get the tasks from Noble Sivrn at level 70. He was unable to get the tasks at 69, so 70 is the minimum level for these tasks.
