For those trying to find him in Ashengate - take note he is off behind rocks on the east side of the main doors. It isn't hard to miss him.

Kalim kar is located on the furthest most east edge of the platform at Ashengate Zone in. A short dialog with him reveals that he is the rune turn in mob for rank 3 spells.
