I have read a couple of posts on other websites where it mentions a 4 hour spawn timer on the assassin and that lead me to think that it would just pop right in front of me. But after camping the triangle area in KC for 6 hours I just gave up. Then one day I was running past the triangle and decided to check track and there he was. So I'm thinking it must mean his trigger has a 4 hour timer on it. So what I did was go and camp the Boots of Shadow Walking in TM and just check in KC once a day and every time I did I would trigger him.
Edit: I want to also point out that I got no emote as I thought I would.

Every time I checked after a patch, this guy was up, tommorrow being a patch day, thought i would swing by to set up camp, when poof, there he was already. It was 4:45 pm ct, and as this is the 4th one I needed, good luck to everyone else! Sir Quickhit Tudanees...Rathe server

I just uncamped into the triangle and was about to leave since for 2 days I had nothing to show for sitting around this place, but I noticed a little lag(i am not used to lag at all!) so I turned around, and there he was standing un-invised!! I was the only one in the zone, just like I always find this zone, so I am sure I will keep trying until I find 3 more. Oh, it was 1:45 am central on a tuesday morning...in case that matters.

I had one of these nasties spawn on me as I was medding from pulling and killing too many graveyard undead. I was just in front of the Baked Goods Building (#4 on the Map) when he popped and started hitting me. As a level 43 Pally with only 20% health at the start of the fight, the blood of wolf potion sure came in handy. I zoned, medded, but he was gone when I came back.
Where else does this guy spawn? I'd like to take him on when 100% healty as I think it would be a very good fight.

To spawn the assassins you have to pass near and be at the spawn point when the trigger/trap is ready. Now when the trigger is ready no assassin spawns.
tried to charm this with my 67 enchanter and got the message that it wasn't charmable... max lvl 45 that sucks making it non charmable.
