This person is the recipient of the necklaces which you get at the sisters camp in Lesser Faydark. He is their father and wishes them dead because they joined the dervish cutthroats and he did not want them to. Get all 4 and give them to him for excellent xp for lvls 9-14 and a bronze weap or piece of leather. Occasionally you will recieve Bearhide Gloves, a great druid item.
His real name is Tandan Nybright.

I was visiting Kelethin recently and noticed this emote:
a drunkard says 'Please.. Can anyone spare some coppers? <Hic>..Anyone?'
So I looked around and saw this guy and hailed him, to which he replied:
a drunkard says 'Can you -hic-. . . Spare some copper or -hic-. . . silver? I just. . . -hic-. . . need some change to buy something to drin. . . Er. . . Eat. -hic-'
I tried giving him 1 copper, or 1 silver, or multiple coppers/silvers, or even a plat, and he just kept giving it back to me saying he had no need for it.

As with many Old World quests, the NPC text does not make it at all clear what to say or do with the NPC. I found this thread that said giving him some Elven Wine would loosen his tongue, which indeed it does. (The wine is conveniently available from a nearby merchant.)
Edit: If you go to the Paladin GM Tynkale in Northern Felwithe he'll tell you about this guy, and will suggest hailing him by name (Tandan Nybright), but using the name does nothing. However, Tynkale does remark that Tandan reeks of elven wine, so that's the clue that it's his drink of choice.

im a lvl 29 mage and as wondering if you can kill him and 1 day we she get a whole bunch of people of all lvs and try to kill the Nuexes Scion for kix......i wonder even with like the whole zone if you could???? im on the Saryn Server and i mean the Greater Faydark is the best place in all noraath i mean really!!! it is great i always have ot have a charcter there for i wish magicains could be woold elvs *sobs* everytime i see a woold elf around my lvl it makes me go grrrrr i wana be her im Saeina high elf magicain of tunare

i killed this guy he drops nothing sometimes bags but nutting else he acn backstab when he has piercers and is easy kill fun to anihilate then go to pub and kill bartender get no exp or loot from merchants though it sucks that includes the banker i killed him before
