I've just done a quick test with some banked items and it takes 13 items for this to max it's stats.
Uses the AC values of items before any mods such as augs or power sources which sucks because it makes it pretty hard to meet the requirements.
I was lucky enough to have 11 items which met the requirements and the stats were:
AC: 38
STR: +24+3 DEX: +18+3 STA: +12 CHA: +17+1 WIS: +24+1 INT: +13 AGI: +21+2 HP: +585 MANA: +576 ENDUR: +576
SV FIRE: +21 SV DISEASE: +14 SV COLD: +27 SV MAGIC: +31 SV POISON: +19
Combat Effects: +3% Avoidance: +1 Accuracy: +4 Attack: +24 HP Regen +3 Mana Regeneration: +1 Spell Damage: +3
