i have been doing this and the sea ween is not no drop i had 3 people fishing so i could get it faster

Confirmed recipie for Sea Temper: 2 Mugs of seafoam unstacked, 1 fishwine and 1 saltwater seaweed. Drop rate for fishing the "no-drop" saltwater sea-weed is about 7% by my skill of 150s.

I know this is used in Rallos Zek cultural stuff, but whats the recipe?
According to my sources (eqtraders), sea temper is made by combining 2 mugs of sea foam (dropped by sea furies), 1 saltwater seaweed (no drop, you have to fish for it) and one fish wine. combine in a brew barrel. Trivial is 135 brewing. It is used in all of the embued field plate armor, and also seafarer's armor. Most of this armor takes a Blacksmithing skill near 200. (note: I have not yet verified thiese things since my blacksmithing is only 140, and brewing is about 50.)
