Looks like it's a weapon and it Procs? the effect? I don't think this is a DS effect.

Go to Direwind and find the npc Jenray, Envoy of Ro. Say "superiority" to him. Now is the item he gives you usable or what? is it worth the trouble of getting to him? I had trouble getting to him as a bard, because the guards gank me every time I try to get past them, and since i'm obviously not uber enough to solo him, I would have to bribe people just to get me to the proper area. I just wanna know if this thing is worth all the trouble? or the quest for that matter.
