I just got it at level 115 after requesting the 68+ version of the Confronting a Traitor mission 33 times.
Does anyone know?

Zam only has two mobs listed that drop this item but it can drop from any mob. dropped from a ragepaw warrior today and i know it has dropped from other mobs also.

Here is my recent insane time sink into this.
First I was able to secondary bind at quest giver, then bind at zone in. As soon as zone was clear (minus final gating mob) I'd secondary port to quest giver, drop both, re-get, gate, and start again.
I parked my bard out of zone with merc (to count as third player), on another camp or whatever.
I was able to clear the zone in four huge pulls each time spaming my four area effect damage spells. Using twincast rk III and twincast AA, plus wolf, 1st spire, whenever they were up to speed things up.
FIRST clear on druid one dropped. Then 70 GD clears later another dropped, teleport bind my bard to zone in and ran her to drop. I was wondering if things were bugged or I was losing my mind or what. I almost feel ashamed I spent this much time beating my head against this zone. I did loot all drops and vendor sell, ended up with a bit over 100k in plat.

Now this is good info! Since they cast the same buff, at least by name, I just assumed they were on same timer. My stupidity! Pretty darn useful to possess two options to cast 18-seconds of invulnerability every 8 hours. Yeah, I probably won't use them for weeks but when the you-know-what hits the fan, which eventually it always does, I know I'd be wishing for THREE options!

Anyway, just for future knowledge, if an item's effect has a recast type of -1, it means it doesn't have a timer ID assigned to it and thus doesn't share a recast timer with anything else. You can see the recast type listed in Allakhazam's item descriptions. You can also tell it's -1 from the item description window in game when the recast type is hidden from display. Can see the image above has it missing where it'd normally be located next to the Recast Delay.
Decided to hunker down for the long haul and get myself one of these today. Zoned in, trained up the entrance area about a dozen mobs, PBAEd them dead. Third mob I looted Feral Guardian Channeler. Done. Total time investment about 3 minutes including travel time. Helps make up for the countless zone clears chasing the water elemental illusion :)
I need 12 full cleans, or so, but finally today is droped by ""a drachnid webmender"" in the first big room clean, doing the task in NORMAL.

After 34 clears with nothing, I get TWO drops on the same pull. Both off of shadowmanes. Was pulling 8-10 at once and AEing them and when I started clearing the pull I couldn't believe my eyes. Thought I didn't really loot the first one or something, but there it was. I guess random is just...well, random.

After 15+ complete clearings (except for killing Longshadow) over a span of months on a normal difficulty setting, I am finally the owner of a Feral Guardian Channeler.
It dropped off of an earthcaller that guarded the north tunnel after the checkpoint.

At last it dropped. Took me 7-8 complete clearing of the entire zone. (MAG/CLR/ENC/NEC)
It dropped off the LAST static spider in Elder Longshadows cave.
Elder had gated to his first room, and we finished killing this spider. When I went to loot..I could not believe it had the item on it. It was the spider next to Elder off his right side, although from all the post it does seem it can drop off any mob in the zone anywhere, just letting you know where I got mine. Good Luck to future hunters, sweet clicky.

After complete 54 clearings without ever seeing this drop I finally gave up on pursuing this thing.
Dropped off a hunter around the middle of the zone. Took me 2.5 clearings to get the drop - most peeps in guild now hate me.. heh.
