Found in Dalnir dropped off a coerced penkeeper. Who spawns on the third floor #9 on map. Is not to rare I kill all mob in room 2 times 3 time respawn with him. Dropped key for me with easy. Off to next one.

This is a ground Spawn in Dalnir at loc -47, -686 in the room with the three Statues of Iksars.

My bad it was a Journal Enrty that was the ground spawn. The key dropped off the Gobbie that spawns at same Loc

Got this key off the Coerced Penkeeper in Dalnir. He also drops Robe of the Foci
