Could high level magicians use this effect to fear kite if they Expediance or Velocity (SoW) their pet or would the mob aggro as soon as he gets hit by it? Please answer, it's very important. :)
It would not work. Blind spells are not fear spells, they only have the Fear-like effect if they are not being melee'd. If the pet hits the mob, it will hit back regardless of blind.

Seems to be a fairly regular drop off kelorek Dar, A lvl 60 seaserpent in Cobalt Scar ( not skyshrine). He has no mana but proc's AoE fear and Ice Comets. Fortunately no AoE dispells or damage. He swims by the west end of the beach where the ottermen are. Pull him to land, Tash, Malise, and shaman slow. Then kill. You will need multiple groups. He also dropped Monster Summoning III spell, Kelorek'Dar Spine Razor 9/20 piercing, and Typhoon-sword of the tidal wave 30/45 2HS 10STR 4WIS 5svMag when I was there.
in my 54 lvls on pvp i have been blinded twice, both i had no mr gear.....at lvl 60 it doesnt matter if they have resist gear on because almost all high lvl items have resists, a lvl 60 wouldnt stick this on a lvl 60....let along a lvl 1 trying to ;)
and btw good idea go blind all the newbie humans...human wizzie gets blind, human wizzie pushes alt+1 and casts his dd, keeps doing that, others join in, you die, you get laughed at for having uber stuff and not being able to do jack
and i dont remember when this went into effect but noone under lvl 6 can pvp
but yes i agree this is an excelent pvp item, effect...something to show off, sv m/c/f +10...not too shabby, int+10...great, str+8...well wont get encumbered as soon....
Because your post makes no sense. There is no need for a nerf, because you did not take into effect that:
A level 1 is not going to "own" a level 60 because on all the PvP servers there is a level restriction. On RZ it is a 4 level range and on the teams PvP servers there is a 8 level range.
You also do not take into effect resists that players have. Blind spells usually don't last very long at all if a player has a high magic resist, and a very good magic resist means you will resist a blind spell just about every time.
I suggest that before you make a post about how this item would be unbalanced in PvP you actually play there sometime.
And regardless if there was NO level restriction at all, a level 1 is not going to stick a spell on a level 60, and in one hit a level 1 is going to fall down dead and I don't care what you twink him with.

Effect is a fast-casting (but not instantaneous, thus it can be interrupted) blind spell. WONDERFUL in duels, and practical for every day use because if you blind the mob before it comes within melee range, this spell doubles as a fear. Very nice.
it is a lvl 39 shaman spell not 44. Also it doesnt matter if it gets in melee range or not...if the monster closes with you cast as usual and when it sticks just take a few steps backwards out of range and it will run off. Only exception is if you are in the pathing that it will chose to run in then it will attack you again. Also of note is that fear and blind work on different pathing solutions or however they do it. When I hunt HG's in Rathe with necro and they fear they run down the path...when I blind he runs up on the mountainside and if he dies his body cant be found to loot. Kinda sucks really.
