This item is not received from the quest "Gloomingdeep Silk Collecting" any longer. It is only received by completing the "Basic Training" quest from Arias the Revolt Leader. Hailing Vahlara is only a sub-task in that quest.

This item specifically (along with a few other things) convinces me that EQ is now coasting in Easy Mode. :p
V`Lynn Renloe and Barrenzin don't like my Froglok and Vah Shir characters - anyone know anywhere else to get this? (other than reducing my characters to a level that can re-enter the tutorial).

Either they have fixed this quest or I was able to get it after I had purchased the Anniversary expansion pack. Before, my Erudite Magician couldn't get the quest and now he can. Some time has passed (3 months?) so they might have fixed it.
It's also the result of the quest Basic Training, given by Arias in the tutorial

You can also get this item by doing the Children of the Fay task from V`Lynn Renloe in Plane of Knowledge. He gives it to you along with the note for your guildmaster upon completion.

The equivalent quest on the "evil" side of PoK also works, The Cabilisian Trade Route from Barrenzin. Oddly, the third "armor quests" NPC doesn't seem to give out these charms.

the tutorial has changed and the system of how you get the skull has changed takes about 30-45 seconds now to get the skull and it comes with full stats just hail the five npc's does not matter in what order do what they say and you can get it and be out before the blessed buff wears off

This charm is gotten by completing the "basic training" task in the mines of gloomingdeep. This task should show up automatically for any character that logs into the mines.

My new bard left Gloomingdeep before completeing the tutorial to get a couple hand-me-downs.. including a weapon. Destroyed that club... Oops... back in tutorial to finish and get charm but without my original weapon you cannot do the Absor part of the tutorial. No weapon = no charm. Be warned.
If you're still low enough for the tutorial, I'd reroll the character. The kobald charm is the best charm most people will see until level 50 at least.
I have a lvl 4 Iksar SK with a full set of no drop gear (Icewell armor, Hollowshade war stuff, etc) All he is missing is a charm slot item. I deleted the newby sword 2-3 years ago. Is there a way to get the newby sword back so that the Absor portion of the mission can be completed?

You can fake out Absor! A little trial and error solved the problem. There are no trade bars of bronze that drop periodically. If you give Absor a bronze bar and any of the dropped weapons from the zone it triggers the quest, gives you both the drop weapon AND the upgraded newby weapon and completes the Absor portion of the charm quest. Nifty eh?

I too was having this problem. It seems that it doesn't fully upgrade while in the tutorial, but after you leave it, and you hail Vivian in PoK. That's what seemed to fix mine, let me know if anyone else finds out otherwise :)
This item now has its full stats when you receive it from Vahlara the first time you hail her. There is no need to do the other tutorial steps, including the banker's gold token. Any character that is still low enough to enter the tutorial from the character selection screen can get one with the full stats.

Well this certainly sucks for those of us without charms and above level 5 and never did the tutorial because it didnt' exist. Now you might say that, well then if you have had your character that long you should have a better charm by now. Well i can't play very often and i have no charms at all and i have a 54 and 50 character.

If you are looking for a charm, head to the Bazaar. There are quite a few different ones for sale there and for relatively cheap. I purchased a Tainted Heartstone for 1K and then spent 2 days maxing out ALL of the languages. Now, I have +10 AC, +10 CHA +10 INT +10 WIS +10 AGI +12 Fire Res +12 Cold Res +12 Magic Res +75 HP +75 MP +75 EP.
Only thing about the Heartstone is that it is Caster classes only.

What really sucks is that on the Firiona Vie server, which has no NO DROPs except for our epics, you can't use this charm unless you did the tutorial, even if you get one =X

I went through the tutorial rather quickly and didn't think much of the charm, knowing that there are better ones that you should get later in the game. Seeings as I do not have this charm very well leveled (it's at about +2 instead of +5 for the stats), would it be possible to have a new character go back into the tutorial get a new charm to full, put it in the shared part of the bank, destroy the crappier one on my higher character, and pick up the better one from the bank? Or does that clash with the NO DROP property?
I fully intend on replacing it with a better charm when I get to PoP but, for now every little bit helps.

You are confusing lore with nodrop.

So... ya suppose they left an Aug Slot out of this bad boy intentionally? would sure love to stick my Adventure stone in it.. Great little charmed compaired to how easy it is to get vs the PoP Figurining and the amount of raids it takes just to get your stats over 5

There is a bug with this quest, and I found a way to bypass it.
If you have a character level 5 or under, and did not start the game in the tutorial. You will not get the backpack and gold token that is needed to complete the quest, and get the max stats for your charm.(this bug is at the banker part of the tutorial)
To fix this problem, walk over to the Kobold merchant, buy a gold token and backpack from him, then go back to the banker part of the tutorial. Once you get there, take the gold token and the backpack from your inventory, and simply put the two items in the bank, and take them back out. Then you can finish the tutorial and get the max stats.

I took a iksar sk to lvl 3 in the tutorial, got to lvl 2 before i went killing kobalds. 1 tip, you can keep making the rat steaks unlimited times, I left the tut with a full bag (8 stacks) of +5hp rat steaks )).

Sure as hell beats those 6 adv point charms that give you 5 str in a LDoN only. Wish I could go back and do it even though you can't put a farstone on it.

Only down side I have noticed it that there are no aug slots to put adventure stone into charm.

Yes, if the character is still under lvl 5, just go to the character selection screen, select the character, then click tutorial.
Level to attain is 2 not 10
Some of the Toons that I have taken through the Tutorial have gotten all the way through the various Trainers and not hit 2nd lvl before heading out and killing the Rats, Spiders and Kobolds even though I got this and maxed the stats, so Lvl 1 would be the lvl to obtain.

I took a Troll SK, which supposedly has the highest exp penalty, through the tutorial and got to 87% through level 1. Don't ask... I was just bored.
Is there somewhere where I can find a list of the penalties/bonuses for each class/race combo?
I know halflings gets a bonus and iksars and trolls get a penalty.
