Perhaps but...when the post was made originally the focus effect had not yet been added by Verant. That alone had a huge impact of the value of this item. However several things go into making up the price, one of which is rarity, and on Luclin server for instance, in the bazaar one may find 7 to 15 of these robes all for sale at different prices (why don't people check competitors) at any one time. The robe itself is unattractive to many people asthetically, and this is also a factor. Utility is another and with focus effects this item becomes more useful certainly. I currently wear one of my own Necro (lvl 13). And why is becuase of stats and focus effect. The high dex and sta bonuses are hard to get on many other caster wearable items, and those that are available are things you are not likely to throw on your twink or if your main you are not likely to have access to at say lvl 20-30. It's a highly underrated item in one sense, but I can see why the price is fairly low. Robes of many types are a dime a dozen in the bazaar nowadays, along with a whole myriad of other things people are selling.

In the end what makes an item a good item, or a crappy item, or an uber item is largely subjective. People assign value to one thing or the other in the game as per whim, and whatever their perception is of what makes something good.

My take on this robe is simple. If you can stand the green, and like this robe buy it. For necros it makes a nice item, DEX and STA, Faster Dots and decent (for a low level robe) AC can make you a more effective player.
