Because some people hunt for equipment. Also it saves on mana. Also it says LEVEL OF EFFECT:45, not PROC LEVEL:45. It doesn't require level 45, or any level for that matter, well accoring to the pic. Level of effect means that's the "proc"'s effect is if a Shaman of 45 was to cast the spell.

It says level FOR effect not level OF effect, so no you can not use this clickey effect if you are not lv 45.

Yes it can be cast on others. It is a right click item and can be used just like the spell.

Are these usable by iksar now? I noticed the race says "All" but the pic still doesn't show iksar. Anyone?

Iksar cant wear plate, and this is what it is, plate mail.. If you want the Iksar Shaman Planar armor look at the scaled Hierophant junk. Lot better than this in my opinion.

Ok the exact definition of deftness is quick and skillful in movement, so it sorta means agile and dextrous, although it usually implies dexterity. So give him a break.

If you are really sure of something - dont use anon. It shows that you obviously are a child or really dont know how to play a shaman. Please before opening your mouth again, LOOK up the spell. It is clearly a Dex buff. If you doubt me go to eq.castersrealm.com and look it up - you got level right, that much I can applaud you with, but that is about it.

The poster who posted this is obviously a robe caster without a shammy friend. Deftness is in fact the level 39 dexterity buff (best till level 49 spell: Dexterity). For those of you that do not know dex helps with your channeling skill. Check out the shaman's crucible for more info on your great neglected stats.

To answer the oft-asked, but never answered question: Deftness is a level 39 +40 DEX buff. This is 10 better than the +30 Rising Dexterity buff of level 29

To clear up some confusion on the EFFECT Deftness. This is NOT a proc but TRIGGERED by the wearer by right clicking on the gloves. The EFFECT is Dexterity. This can be cast on any player. It is found in Karnor's Castle droped by Sentry of Sathir.
Here is the information as stated by Allakhazam. If we only look a bit closer before we start ranting we can find many of the answers to our own questions.
