It is purple and sits at the far side of the tree city in the S.O.N.H . Far as I know it's there all the time.
Can anyone get a picture of this on a High Elf ENC for me, robe hunting and if it doensn't look good, I don't want it.
Doubt you'd have very good odds at getting it, m'friend, seeing as this mob is only popped at GM events.
ill spoil this one for you casters. this robe is off a dragon that i have only seen on stormhammer. he is ithiosar the fallen. you have to kill his corporeal form first then the ethereal. he is not all that easy in second form. first form has an AE similar to trak only disease based. so stock up on your resist cause youll need it. easiest way to beat him is to pull to the opposite side of cave from where he spawns, but you have to clear the mob on the right side first. after he dies the second form spawns where the first did. heal and med up cause this is the tough fight.
3 quick comments...
1. This spawn was added to all servers just after (I think) JPF went to all servers.
2. This is a no drop item, so it's not getting sold (especially not to a level 16 necro that either won't be able to use it at all or will have the stats nuked).
3. The DoT you're thinking of, Cemetery, is 1200 damage outright, with about 175 damage per tick, not 1200 damage per tick.

Friona Vie is the role playing server and has an...interesting set of special rules. One of those rules is that outside of a very select set of items, there are NO NODROP ITEMS. Which means this item would be tradable on Friona Vie. Of course you'd have to find someone not only willing to trade this, but be able to communicate that you wish to trade for it...it's the only server I know of that has no common language.
Epics and a few other items are NoDrop, but for the most part, things are droppable.
So roleplaying doesn't recognize bound items yet it does recognize each race as seperate even though after kunark races mean pretty much nothing. No wonder peak hours only had about 400 people on this server, most level 1-20...

This dragon spawned in swamp of no hope over the weekend on AB i think it did over all servers actually... dont know about the drops though.. jsut that he was quaddin for about 600-700 damage and did a 1200 per tick DoT spell.. 
not something id be messin with ATM..hehe.. well just thought id let everyone know that hes not just a Stormhammer thing... dont know if it was a event of some kind... happend about the same time the "attack on Surefall" from the gnolls in BB was goin on, so dont know if that had something to do with it or not...

This mob can spawn on Fennin Ro server too. We had about 30 people to kill it. I was told it was a spawn that was there for a while, like a year ago and dropped great loot. Anyways are warrior pulled it and died next to us, not sure how. Then it started killing everyone. I was one of the last people to tank while the clerics camp. It was hitting for 300-500 for me and had a some effects on me, one was a DoT, not sure about the other.

the 2nd dragon in swamp of no hope, right by the zone line. Not going to spoil the fun for anyone in figuring out the new fight, but it was fun =)

this robe drops in LOIO i doubt it if level to attain is 55 and it as flowing thought II. all other flowing thought drops in uber zones.. just my thought

Ya, FTII is pretty "monkish" Right along with the 80 mana. I cant believe they forgot to make this monk wearable.

Whats the drop info?
This looks suprisingly like the robe that was reported to drop off that new dragon in SoNH. Looks sissy and pink too, if I remember right. :) But, oh well. It might be a cheap clone. Lotta new weird mobs in Kunark these days.
