Month late on the reply. Seen it drop twice in total. Can't remember when I got mine, thinking it was about March '04. Have not seen it drop since then.
Still drops as of 9/19/04. Got mine today for my SK.
The mobs in Vex thal are named in Akhevan, or the Fleshless Tongue as they call it.
Bit of Akhevan history! If you didnt know, all Akhevan's spirits are immortal, though their bodies can die. They inslaved large amounts of Tegi, specifically a tribe called the Shak Dratha), who constructed their cities and also learned their language. However, when it was discovered when the Akhevans blood mutated non-akhevan flesh into shades, the Shak Dratha were subjected to this and it gave them certain... special traits. One of which is an especially long life, which helped them get motivated enough to revolt against their oppressors. When they did, much of the Akhevans empire crumbled, as their workforce was nearly all gone. The Shak Dratha returned to their homes but were considered deviants, outcasts if you will by the other native tribes of Tegi. THe Gor taku, gor baku and various other clans declared war on them, since they are half-shades, and considered freaks of nature, and that is how we stand today! =) (go into Shadeweavers Thicket.)
The Akhevan language is actually a real one that a real life language expert has developed, under supervision of Sony Online Entertainment. Although his works are not public at this time, I have compiled a working dictionary of Akhevan to English of what we know so far, and the odd hundred words we have heard or seen so far. Many of these are compiled from mobs names in game, along with aggro and other npc speeches, and item ID's (which usually translate the items name for us, eg. Akel xi ans Vius, or Gift of the Dark)
eg. Diabo xi Ans Xundraux (another mob), translates to Master of the Weapons.
Another example? Kaas Thox xi ans Dyek, or Black Blood of the Earth. (another black slime-like mob in VT).
If you'd like a copy of the dictionary I'll email it to you! (its color coded too!) but remember its a work in progress!

This helm used to have 75mana, and +3% riposte...

The AC is almost as big as some BPs
Lots of hp there at lvl 60.
