Yes...junk. I would be pretty offended if I went through all the trouble of this new-old zone, and found this junk waiting for my troubles.
its just merchant loot... and it also has a recomended lv of 51 (why? i do not know)

Recommend level of 35 not 51 but doesnt matter, its vendor fodder.
Well, I would assume that weapons like this are probably like the FS of the new CT. If they aren't, whoever itemized the new cazic is probably having a good laugh right now.

Yes, they are. I have half a backpack full of similar just from a zone in group. Let me tell you, this zone is no joke now. 60 war 60 wiz 60 clr 60 druid 60 enc and 60 mage were getting 'owned', mostly all in tov/vp gear. Pulls come in threes (or twos at least) unless you have a good monk. The good loot is way in were risk of cr is very real. Quite a few of them pack ae's in the hundreds. So good luck unless you have a big guild packed with 60's. :)

Is it me or does it seem like for being a 55+ zone all most all of the weapon's damage delay is junk?

Yes, some weaps do suck, however, there are quite a few that have nice stats and/or dmg/dly.
