I'd suggest that you start by heading to the Steppes and start working on this quest https://everquest.allakhazam.com/db/quest.html?quest=3715 at 65 the gnolls should be very doable and pretty nice experience. You'll want the augment sooner or later and getting it now when the exp is good makes a lot of sense. There are a couple of other augment quests in the Serpent Spine expansion that are doable solo.

You'll probably be pushing 70 by the time you finish that quest, 75 if you aren't putting much toward AA's. Then I'd say Icefall or Dragonscale Hills to 75. Some people seem to really like Jewel of Atiki in the ~75 range. I hate the place, WEIRD pathing and I hate having mobs warp onto me. When those start slowing down Loping Plains is the next stop. Good hunting there at 80.

I would suggest not neglecting your AA's as you work on leveling, they make a big difference.

From 75-80 I found Atiiki really good exp. Once you know how the mobs move and when they will warp, it's really easy to maintain a steady kite. I usually use the hills to my advantage, making them run away, then step down and they run back.

For any new Necromancers out there : At 65 Steppes or Sunderrock is v.good xp. I had levelled and built up 500aas from scratch in the Steppes in a 4-5 month period before the new ooc regen and AA-XP bonuses we get today. If you want better loot Sunderock is the place till about 69-70ish.After 70 Icefall is still great as Fellrod said.In Icefall the leopards(70-72ish) are great. Then move to Mammoths (Wooly ,large and adult Mammoths range from 71-75) . When you reach 75 you could go for the Elder Mammoths at the Wizard spires they range from 75-77.From there I would head to Loping Plains till 79-80 ,Hills of Shade 80-82.The aaxp is awesome in L.Plains for a soloing Necro till 79. Max DOT Damage/dps/efficiency aas are mandatory at any given level if you really want to blow through the aas.In hindsight I do not regret spending time grinding AAs during the 65-75 range.Good luck.
